Description:

Oversees the formal bidding procurement process for complex and unique purchasing transactions. Interprets purchasing procedures to departments and vendors. Negotiates with current and prospective vendors to determine best source suppliers.

1. Oversees multiple complex projects for the University of Houston including, request for proposals (RFP), request for quotes (RFQ), invitations to bid (ITB) and awards contracts.

2. Manages day to day relationships with contract service providers including negotiation, interpretation, and application of contractual agreements to ensure adherence to university standards.

3. Serves as primary contact for prospective vendors and provides guidance and support to project managers on procurement processes.

4. Interprets and communicates purchasing procedures and policies to departments, vendors and staff.

5. Posts electronic procurement documentation to Electronic State Business Daily system, SharePoint and maintains all other project documentation related to procurement process.

6. Facilitates internal audits and conducts on-going research to remain apprised of the most current market trends and techniques to ensure the most cost-efficient purchases.

7. May provide guidance and direction to other Buyers. 8. Performs other job-related duties as assigned.

MQ: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

Requires a minimum of seven (7) years of directly job-related experience.
