Department: Office of the Dean Salary: 65,300 - 74,300 (Commensurate with Experience/Education)

Summary: 
 
Manages the administrative, financial, budgetary, and human resources operations of a large and very complex university department. Oversees the administration and operations of a number of research grants, service centers and institutes for the department.
 
Job Duties
1. Manages and oversees the department's financial accounting system which includes all cost centers for federal rants and contracts.
2. Reviews and approves the reconciliation of accounting records. Prepares financial and budget reports to monitor financial activity.
3. Ensures compliance with all UH internal audit requirements, UH Office of Contracts and Grants policies and procedures, and the State of Texas policies and federal rules and regulations.
4. Responsible for all administrative and financial affairs of the department including personnel, procurement, travel documentation, accounts payable and receivable and general accounting-related issues.
5. Provides supervision of departmental staff and includes defining job duties, setting performance development plans and goals, conducting annual performance reviews and assisting with the implementation of organizational and operational decisions. Enforces safety compliance rules and regulations.
6. Serves as liaison for the chair, faculty and staff with other university departments and offices.
7. Facilitates regular staff meetings to provide information and training, promote professional effectiveness, and toreview current practices and procedures.
8. Performs other job related duties as required.
 
 
Education:
Requires a thorough understanding of both theoretical and practical aspects of analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
 
Experience:
 
Requires a minimum of five (5) years of directly job-related experience.
Certification/Licensing
None.
Work Complexity
Requires a broad knowledge of principles and practices within a professional field. Work isvery nonstandardized and widely varied, involving many complex and significant variables.
 

Supplemental Job Information:

  • Provides business operations support for programs and initiatives housed under the Office of the Dean (COM).
  • Assists academic and administrative departments with financial, operational, human resources, procurement, and compliance-related matters during transitions, vacancies, peak workload periods, or special projects.
  • Supports cross-functional coordination among Dean’s Office programs, academic departments, administrative units, and central University offices. Serves as a centralized resource and backup support for departmental business operations across the College, as needed.

    Knowledge, Skills, and Abilities:

    • Knowledge of budgeting, financial management, accounting principles, and business operations.
    • Knowledge of human resources administration.
    • Knowledge of procurement, contracting, and compliance requirements.
    • Ability to interpret and apply University policies and procedures.
    • Strong analytical and problem-solving skills.
    • Excellent organizational and project management abilities.
    • Advanced written and verbal communication skills.
    • Ability to manage multiple priorities in a fast-paced environment.
    • Ability to build effective working relationships across organizational levels.
    • Proficiency in Microsoft Office applications and enterprise business systems.

    Preferred Qualifications:

    • Master’s degree in Business Administration or closely related field.
    • Five (5) or more years of progressively directly related experience in business administration, financial management, budgeting, human resources, procurement, contracts, and operational leadership.
    • Experience in higher education, academic medicine, or healthcare administration
    • Experience managing multiple funding sources, including state, designated, gift, endowment, and grant funds.
    • Demonstrated ability to develop business processes and implement operational improvements.
