Description:

Manages and administers software development and maintenance projects for Enterprise level computing systems in support of one or more UH campuses.

Pursuant to the State of Texas Executive Order No. GA-48, this position researches, works on, or has access to critical infrastructure and requires the ability to maintain the security or integrity of the University infrastructure. This position requires personnel be routinely reviewed to determine whether or not criminal history or continuous connections for the government or political apparatus of a foreign adversary might prevent the employee from being able to maintain the security or integrity of the infrastructure.

1. Researches, recommends and implements technology-based opportunities for improving administrative operations.
2. Selects, supervises, trains and provides technical work direction to application developers (computing systems analysts and programmers).
3. Processes requests for data and functionality and designs and develops data structures and application functionality.
4. Administers application systems and database projects and supports production systems.
5. Authorizes and monitors data access and production software changes; bills and collects fees for services to external agencies.
6. Advises councils and committees on systems issues; participates in budgeting and strategic planning.
7. Writes standards, policies, project plans, and status reports.
8. Performs other job-related duties as required.

MQ: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Requires a minimum of five (5) years of directly job-related experience.
